More evidence of a one-sided extradition treaty

The Russian authorities are saying they are prohibited from handing over the man charged with Alexander Litivenko’s murder by polonium poisoning.

I wonder how many other countries have constitutions that forbid them to hold to the terms of the agreement we signed.
