Should legislators read legislation prior to voting on it?

    Most definitely YES.

    I would even go so far as place the names of the voters on each Act, those for and against, with a section for those who either abstained or failed to bother.

    A vote can only take place once ALL the signatures have been collected.

    Make the take responsibility.

    I also agree with your comment about portmanteau bills.
